【Background】

As the number of advanced targeted attacks focused on public institutions increases rapidly, so organizations such as central government, regional municipalities, independent administrative agencies and special corporations that bear the responsibility for public safety must consider extensive defensive mechanisms. Quick response in case of attacks including fast decision making and response plan deployment is also required.

【Issues with Network Blocking】

When an advanced targeted attack is in play, measures such as early attack detection, capturing evidence and defending against information leaks are obviously important. However, even in cases where the organization may have sensors or monitoring equipment in place, it is a fact that in many cases there is a delay in judgment to perform network blocking on the information being targeted by the attack or quarantining of personal and other critical information due to concerns regarding suspension in operations or the effect on related supply chains.
Also, cases are also often seen where the base for decision making or traffic paths with the decision maker, decision making privileges are not organized, resulting in a large extension of damage due to late judgment by the decision maker.

【Solving the Issues with Automatic Blocking】

In order to resolve the aforementioned issues, it can be effective to minimize damage in an emergency with automatic blocking, performed by working together with a firewall solution that operates on automatic blocking rules specifically designed using the real-time monitoring results of the network security environment from the SIEM (Security Information and Event Management).
Moreover, it is necessary for automatic blocking to not block the entire network, just terminals and traffic pathways or servers related to the information leakage that must be prevented against, while keeping the effects on normal operations to a minimum. In other words, with regards to designing rules, when traffic detected as infected is blocked and there is suspicious access activities to personal or critical information, it is necessary to design a partial block to block the server where the information is stored.
In order to determine the automatic block rules, it is necessary to define in a detailed manner the objects to be blocked and their thresholds based on detailed formation of a rational diagnostic scenario that projects damage amounts, social, ethical and personal impact that takes into account (through analysis, assessment and determination) by risk assessment the importance of business processes and information assets for each organization.
